1. Purpose

This directive updates and revises Chapter 9, Office of GSA IT, of the GSA Delegations of Authority Manual.

2. Cancellation

Supersedes ADM 5454.39D CHGE 24 dated November 6, 2024.

3. Nature of Revision

This Order updates and revises GSA Delegations of Authority Manual, Chapter 9, Office of GSA IT, Parts 1 and 4 to reflect organizational and functional changes and documents the commensurate authorities as delegated by the Administrator to GSA IT, Chief Information Officer. 

  1. Under Chapter 9, Part 1:
    1. Position titles, division names, legal citations, and references to Regions and Regional personnel were updated or removed.
    2. Duplicative delegations were deleted or combined into a single entry.
    3. Standardized language relating to entering into interagency agreements, MOUs, and MOAs along with a standard limitation requiring coordination of agreements with non-GSA entities with 50 or fewer employees with the GSA CABs office.
    4. A delegation assigning responsibility for the records management program to the CIO was added to reflect the transfer of the GSA Records Management program from OAS to GSA IT in 2020.
    5. A delegation authorizing the testing of articles and commodities conform to prescribed specifications and standards.
  2. Under Chapter 9, Part 2:

  3. Under Chapter 9, Part 3:
    1. A new delegation relating to the Chief Artificial Intelligence Officer was added.
  4. Under Chapter 9, Part 4:
    1. A new Part 4 containing delegations to GSA officials outside GSA IT was created.
    2. The first new redelegation relates to OGP assisting with the preparation and submission of Paperwork Reduction Act documentation that was given to the Regulatory Secretariat.
    3. The second new delegation authorizes the TTS Director to serve as an authorizing official.

4. Delegation of Authority

I hereby delegate the authorities contained in Chapter 9, Parts 1 and 4.

Implementing Actions:

  1. The changes outlined in this Delegation become effective upon signature.
  2. The Chief Administrative Services Officer may cancel this Order, in consultation with the Chief Human Capital Officer, upon publication of a superseding directive that cancels it in accordance with OAS 1832.1C.
  3. The officials designated in this Order, in conjunction with other appropriate officials, shall take all necessary actions to implement this Order. The GSA Delegations of Authority Manual will be updated at a later date.
