Every fiscal year we submit to Congress documents called prospectuses describing proposed capital investment and leasing projects that require funding in excess of the established annual prospectus threshold. Once approved and executed, the projects usually result in buildings or sections of buildings — newly constructed, altered, leased, or purchased — where essential federal work is done.
