GSA’s Human Capital and Training Solutions (HCaTS) Unrestricted Contract is Ready for Business

 

WASHINGTON – The U.S. General Services Administration (GSA) issued an official Notice to Proceed (NTP) for the Human Capital and Training Solutions (HCaTS) Unrestricted contract. This means the HCaTS Unrestricted contract is “open for business” and federal agencies government-wide can begin using the innovative solution to address their customized training and development, human capital strategy and organizational performance improvement service needs. The HCaTS Small Business (SB) contract remains under a stay of performance at this time.

The HCaTS solution, awarded in partnership with the Office of Personnel Management’s (OPM) Training and Management Assistance Program (TMA) is part of the strategic, government-wide movement to “buy-as-one” through category management and an important first step in optimizing spending in the human capital category. HCaTS cuts costs and increases efficiency by providing federal agencies access to proven and high quality human capital and training contractors.

“HCaTS is an outstanding example of federal agencies working together to provide a best-in-class, category-specific solution that helps deliver mission-critical services and saves valuable agency resources as well as taxpayer dollars,” said GSA Administrator Denise Turner Roth. “Having HCaTS Unrestricted ready for business, means our federal partners get fast and flexible access to the human capital training and support services they need.”

The HCaTS Unrestricted contract includes significant small business subcontracting goals, while unique small business opportunities are emphasized through a separate HCaTS Small Business contract. 77 contracts were awarded to qualified vendors under the HCaTS Unrestricted vehicle, providing agencies government-wide with easy access to a reliable, flexible, and efficient means of improving human capital management in accordance with the Human Capital Assessment and Accountability Framework (HCAAF) and OPM governing doctrines. GSA will be responsible for HCaTS contract administration, while OPM will be responsible for HCaTS program management.

“HCaTS allows Federal agencies to not only take a highly efficient and innovative approach to their human capital and training requirements, but also to lean on OPM’s expertise in human capital and category management,” said Beth Cobert, Acting Director of OPM. “This contract vehicle makes it easier for agencies to procure the high-quality human capital support they need to meet their mission requirements efficiently and effectively.”

HCaTS is a first-of-its-kind partnership between federal agencies and the private sector developed in cooperation between GSA and OPM with input from OMB, the Chief Human Capital Officer’s Council (CHCOC), Small Business Administration (SBA), the Category Management Leadership Council (CMLC), the Professional Services Council (PSC) and the Coalition for Government Procurement (CGP).
