GSA Receives High Marks for Small Business Success

When it comes to awarding contracts to small businesses, GSA is making the grade. In fact, GSA received an “A” grade from the U.S. Small Business Administration on the annual Small Business Procurement Scorecard. This was a result of GSA’s work awarding a substantial portion of contracting dollars to small businesses in Fiscal Year 2017. With this year’s grade, GSA has earned “As” for its work with small businesses for eight consecutive years.   

SBA's annual scorecard measures how well federal agencies reach their small business and socioeconomic prime contracting and subcontracting goals. The scorecard also measures the agency’s efforts to provide accurate and transparent contracting data.

GSA awarded $1.9 billion to small businesses in Fiscal Year 2017, more than 42 percent of eligible contract dollars. GSA exceeded all of its small business and socio-economic small business goals at the prime contract level. 

GSA also exceeded the small disadvantaged business and women-owned small business goals at the subcontracting level. There was an increase in total subcontracted dollars to both HUBZone small businesses and service-disabled veteran-owned small businesses when compared with the previous fiscal year’s dollars. 

We want to ensure that all small businesses are represented in the federal procurement process and demonstrate GSA’s commitment to the small business community. Contracting with small businesses is a win-win for both the federal government and the small business community. The government receives great service at great value, while small businesses gain opportunities to grow their businesses and create jobs. 

Here are a few initiatives that GSA undertook to make it easier for small businesses to do business with the federal government: 

  • emphasized the use of the Forecast of Contracting Opportunities Tool for acquisition planning
  • allowed vendors to obtain advance notice of potential contracting opportunities with the Federal Government  
  • hosted over 300 in-person and virtual events nationwide for approximately 50,000 small businesses
  • conducted training for the GSA acquisition workforce emphasizing small business subcontracting and reporting
