As a stakeholder for a project in federally-owned or -leased space, collaborate on project activities using project management software called Kahua. All project stakeholders, both internal and external, are eligible to access Kahua.
Deployment schedule
We’re deploying Kahua in phases by project type and for each project type by region or office. During deployment, you will be notified when it's your turn to access Kahua according to the schedule below. Find your region on the GSA regional map. Federal customers will receive access and training during Phase 4.
After deployment, you can receive access upon request. Phase 1 of deployment has been completed.
Select the desktop icon to open Kahua desktop app. Note: the most updated version may not open via the desktop icon. See below instructions for checking for software updates.
Check the box to Always allow to open links of this type in the associated app.
Select Open Kahua.
Subsequent times:
In your browser enter the URL launch.kahuafn.com and it will install the latest software updates and open the Kahua desktop app. Updates typically occur over the weekend.
Above prospectus projects in federally-owned or -leased space: GSA projects carried out in federally-owned space or leased space in which the estimated cost exceeds the established prospectus threshold requiring GSA to submit a proposal (prospectus) to its congressional-authorizing committees for approval.
Below prospectus projects in federally-owned space: GSA projects carried out in federally-owned space that have estimated costs below the established prospectus threshold and do not require congressional-authorizing committees’ approval.
Below prospectus projects in leased space: GSA projects carried out in leased space that have estimated costs below a certain threshold and do not require congressional-authorizing committees’ approval. Alterations to leased space after initial occupancy.
Delegated building projects: Projects carried out in GSA controlled space by another federal agency who has been given delegated authority to do so.
Post-occupancy lease alteration projects: Alterations to leased space after initial occupancy.
Stakeholders
External stakeholders: General contractors, construction managers, architects, lessors, lease brokers, federal customers.
Internal stakeholders: Project managers for federally owned or leased space, contracting officer representatives (CORs), architectural/engineering/sustainability subject matter experts, building managers/property managers, contracting officers, budget analysts, client planning managers, asset managers, regional managers, national program managers.

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
