GSA Applauds Unprecedented Addition of Suspected Procurement Fraudster to FBI’s Most Wanted Fraudster List

Fugitive Wanted in Alleged Scheme Involving Critical Components and Equipment for U.S. Warfighters

WASHINGTON, D.C. — Today, the U.S. General Services Administration (GSA) issued the following statement in support of the Federal Bureau of Investigation (FBI) and Director Kash Patel for adding suspected procurement fraudster Onur Simsek to the Most Wanted Fraudster list.

Simsek, a Turkish national and repeat offender currently believed to be residing in Turkey, is an alleged fugitive co-conspirator in a sophisticated defense procurement fraud scheme that defrauded the U.S. Department of War through the delivery of improperly sourced and falsely represented military components for high-priority weapons systems, including Navy Nimitz- and Ford-class aircraft carriers, submarines, U.S. Marine Corps armored vehicles, and Army M1 Abrams tanks.

According to court records and investigative findings, Simsek allegedly used a U.S.-based front company to fraudulently pose as a vetted domestic manufacturer. In reality, the parts were manufactured in Turkey using sensitive, export-controlled U.S. technical drawings. The alleged scheme followed Simsek’s prior 2018 conviction in the Southern District of Florida for a similar procurement fraud scheme.

“GSA applauds the FBI’s addition of Onur Simsek to its Most Wanted Fraudsters list,” said GSA Administrator Edward C. Forst. “Simsek’s alleged procurement fraud deprived taxpayers of value, denied honest businesses fair opportunity, and diverted critical resources from American warfighters. Under President Trump and Vice President Vance, GSA will continue working relentlessly to identify and hold accountable those who try to cheat the federal marketplace and steal from the American people.”

The case was investigated by the GSA Office of Inspector General, the FBI, the Defense Criminal Investigative Service, Homeland Security Investigations, and other law enforcement partners. GSA continues to coordinate closely with federal law enforcement and agency partners to detect fraud, strengthen vendor verification, prevent debarment circumvention, and protect the integrity of the federal marketplace.
