City Pair Program for air travel

How do I book?
Federal travelers should use their authorized travel management system when booking airfare:
- GO.gov — The updated government travel and expense solution
- E-Gov Travel Service — E2 Solutions and ConcurGov for civilian agencies
- Defense Travel System for the U.S. Department of Defense
Or call your agency’s travel management company.
The City Pair Program is a mandated, governmentwide program that provides federal travelers with discounted, flexible airfares across more than 17,000 routes worldwide. As an Office of Management and Budget designated Best in Class solution, CPP balances cost savings and efficient service.

For international fares: City codes, such as WAS for Washington, are used for international routes. There are no contract fares for international-to-international routes with the exception of limited Fifth Freedom routes.
Pay for City Pair travel
Use a government travel charge card or centrally billed account, whenever possible. You may use a government transportation request, or GTR, for international air travel and related expenses, but domestic flights require special circumstances, like an emergency, to use a GTR.
Download contract awards files
Download the fiscal year 2027 City Pair Contract Awards [CSV - 2 MB] for offline access. We update these files each business day after 11:59 p.m. ET. Previous FY contract awards are on the Fiscal data and resources page. Read our Award highlights for key takeaways.
Tips to keep in mind when reviewing the CSV downloads:
- In the CSV file, Origin and Destination are in alphabetical order regardless of travel direction.
- The origin is the airport code (domestic travel) or city code (international travel) that comes first alphabetically, and the destination is the airport or city code that comes second alphabetically. For example, if you are traveling from Washington, D.C. to London, England, the city codes are WAS and LON, respectively. The city code LON comes first alphabetically and WAS comes second. To find the contract fares, you filter:
| Column letter | Column name | Airport or city code selection |
|---|---|---|
| C | ORIGIN_AIRPORT_ABBREV | LON |
| D | DESTINATION_AIRPORT_ABBREV | WAS |
