GSA Expands OneGov AI Offerings with Discounted, Consumption-Based Access to OpenAI’s ChatGPT

AI 2.0 agreement delivers a 50% discount and streamlined access to advanced AI tools for federal agencies

WASHINGTON, D.C. — Today, the U.S. General Services Administration (GSA) announced a new OneGov agreement with OpenAI that will make its ChatGPT models available to the federal government through discounted, consumption-based pricing. The first agreement under the next phase of GSA’s OneGov AI strategy is a 27-month offer expected to take effect Oct. 1, 2026, giving agencies more than two years of stable, discounted pricing.

Forst. “Our agreement with OpenAI provides a secure, governmentwide framework that helps agencies adopt AI at scale and strengthens their ability to carry out mission‑critical work. Under President Trump’s leadership, this initiative enhances federal performance, reduces administrative burden, and ensures that agencies can devote more time to delivering results that directly benefit the American people.”

“We launched OneGov AI deals because agencies wanted the ability to try new technologies before committing to a lengthy acquisition. As agencies increasingly integrate AI into their regular operations, providing consumption-based access is the next logical step. We welcome additional AI technology companies to engage with GSA and explore opportunities to bring their capabilities to agencies through OneGov as we continue to expand choice, increase competition, and deliver value for taxpayers,” said Laura Stanton, Acting Commissioner of GSA’s Federal Acquisition Service.

Under the agreement, participating governments will have access to:

• Discounted, consumption-based access: a 50% discount on token-based usage across ChatGPT models, including those in FedRAMP-authorized environments.
• Access with no minimums: no platform-access fee, no minimum orders, and no spend commitment, so agencies pay only for what they use.
• Broad eligibility and multiple ordering paths: access for federal (executive, legislative, and judicial), state, local, and tribal governments, available directly, through resellers, and via supported cloud marketplaces.

The agreement includes training and enablement resources to support agency adoption and integration of these tools, while incorporating GSA’s AI terms and conditions to help safeguard government data.

Since its inception, OneGov has achieved approximately $1.68 billion in cost savings for the federal government. Of that total, approximately $1.4 billion stems from AI agreements that have expanded access to AI tools for roughly 3.5 million federal employees. As those offers expire, GSA is renewing agreements where appropriate, ensuring continued access to critical AI tools, and delivering the best value for agencies and taxpayers. 

This agreement supports the White House’s America’s AI Action Plan and OMB Memoranda M-25-21, “Accelerating Federal Use of AI through Innovation, Governance, and Public Trust,” and M-25-22, “Driving Efficient Acquisition of Artificial Intelligence in Government.”
