GSA Releases Final Environmental Assessment for Energy Conservation Measures Project at Denver Federal Center
LAKEWOOD, Colorado – In compliance with the National Environmental Policy Act, the U.S. General Services Administration (GSA) Rocky Mountain Region has prepared a Final Environmental Assessment (Final EA) and Finding of No Significant Impact (FONSI) for the implementation of Energy Conservation Measures (ECMs) at the Denver Federal Center (DFC). The Final EA examines alternatives related to the installation of geothermal heat pumps, solar panels, and other ECMs such as quad-pane windows and efficient heating, ventilation, and air conditioning systems.
The project’s purpose is to decarbonize and electrify the DFC, to the extent practicable, using clean onsite renewable energy generation and electrification solutions. The project is anticipated to cut grid-purchased energy use by approximately 65% and water usage by approximately 29% at the DFC. Federal government operations began at the DFC in the 1940s and the 570-acre campus has historically relied on energy generated from fossil fuels. The planned project will modernize the energy infrastructure at the DFC and reduce lifecycle operating costs.
The project is partially funded by the Inflation Reduction Act to make several federal buildings at the DFC more sustainable and in alignment with the Biden-Harris Administration’s Investing in America agenda. In August 2023, GSA Administrator Robin Carnahan visited the DFC to announce that $88 million in funding from that law would support this effort. The project will reduce GSA’s carbon footprint and ensure the DFC becomes less dependent on nonrenewable energy sources.
The FONSI will become final 30 days after publication of this notice of availability, provided that no information leading to a contrary finding is received or comes to light during the 30-day review period.
