GSA Issues Request for Information for Entity Identification and Validation Services

WASHINGTON, D.C.—The U.S. General Services Administration has released a Request for Information (RFI) on the draft Performance Work Statement (PWS) for governmentwide entity identification and validation services. GSA is seeking stakeholder feedback on the draft PWS, which will define the final requirements in a future solicitation to fill the government’s need for validation of information, assignment, and maintenance of a unique numbering system to identify specific commercial, nonprofit, or government entities. All RFI responses are due back to GSA by 5:00 p.m. EST on Monday, November 20, 2017.

Currently, these services are provided by Dun and Bradstreet (D&B), whose contract with GSA expires in 2018. The government is exploring all viable means of continuing to meet its ongoing need for entity identification and validation services after the contract’s expiration. To that end, in 2016, the government revised both the Federal Acquisition Regulation (FAR) and Title 2 of the Code of Federal Regulations (2CFR) to remove any proprietary references to D&B and DUNS.

“Industry and other stakeholder engagement is a key success factor in a complex acquisition such as this and responses to the RFI will help us refine the final Request for Proposal/Quotation or Solicitation which is anticipated for release in the second quarter  FY2018,” said Deputy Assistant Commissioner of Integrated Award Environment Vicky Niblett. “The team here at GSA is committed to transparently exploring all possible alternatives to meet its need for entity identification and validation services and looks forward to hearing feedback from industry partners and other concerned stakeholders on the draft performance work statement.”

This is the second RFI released by GSA to gather feedback from industry and other stakeholder organizations regarding the future structure of entity identification and validation services. GSA’s first RFI received numerous responses from government agencies, industry, and other stakeholders.

The RFI is posted on FBO and will be available for review and comment until November 20, 2017.
