GSA Seeks Innovative Solutions to Charge Up the GSA SmartPay® Program

The Request for Information (RFI) for the GSA SmartPay Program seeks private sector solutions and innovative features to enhance and expand the program

WASHINGTON — Today, the U.S. General Services Administration (GSA) issued a Request for Information (RFI) seeking industry feedback to inform the acquisition strategy for the next generation of the GSA SmartPay® program. GSA SmartPay is the world’s largest government charge card and related payment services program.

“GSA is taking SmartPay to the next level,” said GSA Administrator Edward C. Forst. “With SmartPay 4 handling tens of billions of dollars in transactions, our objective isn’t incremental improvement—it’s a data rich, highly secure platform built to maximize the U.S. government’s purchasing power.” 

GSA’s approach aims to significantly improve customer and user experience, strengthen operational controls, boost efficiency, and integrate advanced business intelligence features.

“GSA SmartPay is a governmentwide program serving agencies across the federal landscape. We’re engaging industry to deliver innovative, scalable solutions that meet the needs of federal travelers,” said Federal Acquisition Service Commissioner Josh Gruenbaum. “Modern payment technologies can deliver insights to help strengthen oversight, prevent fraud, and increase flexibility-allowing GSA to consolidate outdated, fragmented systems and deliver smarter payment solutions for agencies and better value for taxpayers.”

Key facts about the program:

  • The current contracts provide charge card and payments related services at no upfront cost. The master contract requires GSA SmartPay contractor banks to provide refunds – or cash back – on transactions.
  • In FY 2025, the program supported more than 82 million agency transactions through 4.2 million accounts, totaling $39.4 billion in spending and $471 million in refunds.
  • Since its inception, GSA SmartPay has returned over $7.2 billion in refunds to agencies.

The deadline for RFI responses is June 19, 2026. A virtual Industry Day will be held May 19-21, 2026.
