Branch Chiefs support the new Acquisition Center for Facility Management Services

GSA Public Buildings Service formed the Acquisition Center for Facility Management Services (ACFMS) in the fall of 2022 to acquire facilities management services for the Mid-Atlantic, Southeast Sunbelt and National Capital Regions. ACFMS standardizes processes, leverages resources, and streamlines contracts, while creating opportunities for small business, supporting our socio-economic goals and saving taxpayer dollars.
This cross-regional division is led by Liliana DelBonifro who served the Mid-Atlantic Region as Acquisition Management Division Director from 2009 to 2022. Three branch chiefs lead their teams to support the center’s operations: Michelle Bohm (Mid-Atlantic), Stephanie Hill (NCR) and Diana McLain (Southeast Sunbelt).
Bohm, ACFMS Mid-Atlantic Region Branch Chief, began her GSA career as a contract specialist in the New England Region before joining the Mid-Atlantic Region’s Acquisition Management Division in 2012. Since that time she has worked on a variety of acquisition teams, projects, and policy initiatives, specializing in service contracts.
Before her selection as Branch Chief, Bohm most recently served as the ACFMS supervisor of the NCR Facilities Management Services team, working towards the re-procurement of all NCR building service contracts. This work included the first-of-its-kind White House Service Center's operations and maintenance procurement.
Bohm says, “I’m excited to work with Region 3 again and to focus on enhancing the acquisition of recurring building service contracts and supporting our technical partners in the field offices!”
Bohm graduated from Tufts University with a bachelor’s degree in history and a minor in economics, and is FAC-C Professional and FAC-P/PM Level III certified.
Hill, ACFMS National Capital Region Branch Chief, joined the center from her previous position as Branch Chief in the Acquisition Management Division. She has worked in various organizations within the Mid-Atlantic Public Buildings Service as well as a temporary assignment with the Office of Governmentwide Policy as a procurement analyst.
In 2014, Hill became a supervisory contracting officer. During her tenure in Mid-Atlantic PBS, she worked on a variety of complex cross-regional projects and initiatives including the NCR service contracts re-procurement initiatives. She is a national expert on the AbilityOne Program and routinely provides consulting services to regional and national peers on the program.
Hill states about her role, “I look forward to continuing the collaboration with NCR to provide effective and efficient building service contracts.”
Hill began her GSA career in 2004 after graduating from the Rutgers University School of Business (Honor’s College) with a degree in management and minor in marketing. She holds Level III certifications in FAC-P/PM and FAC-COR, and FAC-C Professional along with an associate certificate in project management from George Washington University.
McLain, ACFMS Southeast Sunbelt Branch Chief, has awarded and administered a wide variety of complex and challenging contract actions throughout her acquisition career. She has also served as a procurement analyst and a member of a national team working to develop policy, training and resources for the acquisition workforce.
McLain began working on the cross regional Mid-Atlantic and NCR partnership in 2018, assisting in the re-procurement of NCR's service contracts. Her efforts under the newly formed ACFMS division have helped to expand the cross regional partnership to the Southeast Sunbelt Region.
Reflecting on her new role, McLain says, “I look forward to being a part of a great team whose mission is rooted in delivering effective contract solutions, improved building operational efficiency and increased customer satisfaction!”
McLain is FAC-C Professional certified and served as a trainer and subject matter expert for the Mid-Atlantic Region’s Acquisition Management Division for over 15 years. She joined GSA in the federal career intern program as a contract specialist in 2007, after graduating from West Chester University with a bachelor’s degree in business management.
