Purpose: 

This Order issues and transmits the process for Federal employees who are separating from the General Services Administration (GSA) to ensure accountability of personal property, proper access to computer systems, and adjudication of any financial obligations to minimize the risk to the Agency. 

Background: 

GSA Order OAS 7800.13A, Management of GSA Internal Personal Property, implements the statutory requirement that Federal agencies establish effective written procedures for the return of all personal property and computer systems issued to Federal employees separating or transferring from GSA. In accordance with Section 5(d), supervisors are responsible for ensuring the return of all Government equipment from separating or reassigned GSA employees and must utilize the GSA Form 1655, Pre-Exit Clearance Checklist

Applicability: 

The provisions of this order apply to all GSA Federal employees, with the following exceptions:

  1. The Office of Inspector General (OIG), given its independence under 5 U.S.C. §§ 401-424.
  2. The Civilian Board of Contract Appeals, due to its independent authorities.
