Purpose
This directive sets forth the policy for supplying GSA-furnished or GSA-purchased IT equipment and services for use by employees working at locations other than GSA Agency worksites.
Background
This directive is being updated due to the significant increase in the number of remote workers and teleworkers. This directive specifies the equipment the Agency can make available to remote workers and teleworkers. Discussion of Office of Administrative Services (OAS) waivers for obtaining GSA issued print output devices and internet connections has been removed. References to returning Agency supplied personal printers have also been removed.
Scope and Applicability
The provisions of this directive apply to all GSA Services, Staff Offices, Regions, and GSA employees. Implementation of this directive with respect to employees represented by a labor organization is contingent upon completion of appropriate labor relations obligations.
This policy does not apply to:
a. The Office of Inspector General or contractors or their employees.
b. Government furnished or purchased equipment or services provided to employees as the result of approved reasonable accommodation requests. Employees who require equipment as a reasonable accommodation must contact their reasonable accommodation coordinator in the Office of Human Resources Management or their supervisor for assistance.
c. Labor organizations for use in their union offices, for representational purposes, or as a result of a negotiated agreement.
Cancellation
This order cancels and supersedes GSA Order OAS P 9900.1, Government Furnished Equipment for Use Outside GSA Agency Worksites.
Revisions
Due to changes in telework policy defining remote workers, the Agency is equipping remote and telework workers with additional IT equipment.
a. This directive was revised to specify the IT equipment the Agency can make available to remote workers and teleworkers.
b. This revision clarifies policy regarding personal printers.
c. Discussion of OAS waivers for obtaining GSA issued print output devices and internet connections has been removed. References to returning Agency supplied personal printers have also been removed.
