SUBJECT: Federal Travel Regulation (FTR) - Relocation Miscellaneous Expenses Allowance (MEA)
1. What is the purpose of this bulletin? This bulletin informs Federal agencies of changes to the FTR relocation MEA lump sum amounts.
2. What is the background of this bulletin? The GSA published an FTR amendment in the Federal Register on January 15, 2025 (90 FR 3706) specifying that the relocation MEA lump sum amounts would be removed from the FTR and published in an FTR bulletin on an intermittent basis. This FTR bulletin establishes the relocation MEA lump sum amounts. Moving forward, GSA will publish FTR bulletins to update the relocation MEA lump sum amounts, as needed, based on changes to the Consumer Price Index (CPI).
3. What changes occurred for the relocation MEA lump sum amount under FTR § 302-16.6? GSA reviewed the “CPI-All Urban Consumers” index for years 2012 through 2024 which increased by over 33.8% to establish the new amounts. The new relocation MEA lump sum amounts are $905 or the equivalent of one week’s basic gross pay, whichever is the lesser amount, for an employee without immediate family members relocating with them, and $1,810 or the equivalent of two week’s basic gross pay, whichever is the lesser amount, for an employee with immediate family members relocating with them.
4. What is the effective date and applicable date of this bulletin? This bulletin is effective upon the date of signature and retroactively applies to travel authorized on or after January 15, 2025 that meets the conditions at FTR § 302-16.2 for relocation MEA eligibility.
5. When does this bulletin expire? This bulletin will remain in effect until explicitly canceled or superseded.
