GSA and FDA are building a new 80,000 square-foot research lab at the Denver Federal Center.
The historic Mike Mansfield Federal Building and U.S. Courthouse is undergoing a major modernization to improve safety, accessibility, operational efficiency, and long-term building performance while preserving its character.
Over time, age and weather-related impacts have contributed to deterioration of the building’s exterior and infrastructure. In addition, the building’s original design no longer meets current seismic or fire safety standards. The project will address critical building needs through targeted upgrades and preservation work. These improvements will help ensure the continued safe and efficient use of the building, while protecting its historic significance for future generations.
Seismic retrofitting to improve structural safety will bring the building in line with the current Standards of Seismic Safety for Existing Federally Owned Buildings.
Façade repairs and historic preservation improvements that will address the aging infrastructure and bring the building into the 21st century.
The replacement of heating, ventilation, air conditioning systems, electrical systems, and pipe upgrades will serve to modernize the equipment for longevity and sustainability.

Current status
GSA awarded the project’s design-build contract to Swank Enterprises of Montana in May 2025. A $2 million design-build contract for the construction management and commissioning services to Johnson, Mirmiran & Thompson, Inc. will support the building’s seismic retrofit and modernization needs.
Environmental review
In compliance with the National Environmental Policy Act, GSA is in the process of completing an Environmental Assessment. This was completed on 7/21/26 and SHPO concurrence was received on July 16, 2026.
Local updates
The project is expected to reduce annual maintenance costs by at least 20% and extend the building’s operational life by approximately 50 years.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
