The new facility, funded by the Infrastructure Investment and Jobs Act, will strengthen supply chains, improve operational capabilities and facility infrastructure, spur economic growth, and bolster the country’s security.
The project will provide a fully operational LPOE that coordinates with the traffic flow and operations of the Canadian port of entry at Saint-Augustin-de-Woburn Quebec, Port of Entry. The project will provide a new port that allows Customs and Border Protection to more efficiently carry out its agency mission, their operations and interactions with the public.
The NEPA process was completed in March 2026, resulting in the selection of the final scheme. The Architect-Engineering team is now fully engaged in developing the Design Document submission, which will define the technical specifications, design standards, and construction requirements for the project. The next milestone is completing the geotechnical survey of the new Land Port of Entry (LPOE) and housing project site, which will inform foundation design and site preparation planning.
Environmental review
The Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI), as required by the National Environmental Policy Act (NEPA), were completed in March 2026. The NEPA process is complete.
We received $3.4 billion to invest in our nation’s infrastructure and competitiveness. The law provides funding for LPOE modernization projects that will create new good-paying jobs, bolster safety and security, and make our economy more resilient to supply chain challenges.
Community impact
We will fully modernize the port with a new administration building, new pedestrian processing lanes, new primary building, new passenger vehicle lanes, and new commercial vehicle inspection area. The project will help improve traffic flow and border security while decreasing wait times for travelers.

unless lodging is not available at the work activity, then the agency may authorize the rate where

surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
