SUBJECT: Cancellation of CD 2024-06, Leasing Historic Preference Provision, and removal of GSAR 552.270-2, Historic Preference.

1. Purpose
Effective immediately Class Deviation CD-2024-06, Leasing Historic Preference Provision, is canceled. Additionally, GSAR provision 552.270-2, Historic Preference, and its prescription at GSAM 570.702 are removed from the GSAR.
2. Background
On April 15, 2025, Executive Order (EO) 14274, Restoring Common Sense to Federal Office Space Management, was issued. This EO revokes EOs 12072 and 13006, both of which prioritize the selection of historic properties. The cancellation of CD-2024-06 and removal of GSAR 552.270-2 bring the GSAR into alignment with EO 14274.
3. Applicability
This class deviation applies as follows:
- New Solicitations: The provision must be removed from all new solicitations.
- Existing Leases - Since this deviation is for a provision, there is no effect on existing leases.
- Updating Leasing Templates: The PBS Office of Leasing must update the leasing templates to remove this provision. In addition, the PBS Office of Leasing must update relevant guides and resources (e.g. Leasing Alerts (LA), Leasing Desk Guide (LDG)).
4. Deviation
Changes in the GSAR text as revised by this class deviation can be found in Attachment A.
5. Cancellation
Class Deviation CD-2024-06 is hereby cancelled.
6. Effective Date
This deviation is effective immediately and remains in effect until rescinded or incorporated into the GSAR.
