Overview
The Center of Excellence for Outcome-Based Contracting (The Center) helps federal agencies improve acquisition outcomes by focusing on results rather than process. The Center provides facilitated services, tools, and training that enable teams to develop strong, performance-based requirements, increase competition, and deliver better value.
Building on the proven Civilian Services Acquisition Workshop (CSAW) model, the Center equips agencies with resources to develop well-written, performance-based requirements that lead to more efficient and effective service contracts.
Using the Steps to Performance-Based Acquisition framework, agencies can improve performance outcomes while reducing costs. The Center also offers tools and tailored support to help teams navigate the acquisition planning process more effectively.
