Purchases for MRFS2 products are made by using the federal SmartPay® 3, government purchase card, or purchase order.
GSA’s Disaster Purchasing Program allows state and local governments to buy supplies and services directly from all GSA Schedules to facilitate recovery from major disaster or facilitate disaster preparation and response. The MRFS2 purchasing channel is a strategic sourcing and category management solution created to streamline the process of purchasing maintenance, repair, janitorial, and sanitation products governmentwide.
The federal government currently spends almost $2.8 Billion a year on MRFS2 supplies. In partnership with numerous federal agencies, both military and civilian, GSA has established multiple Blanket Purchase Agreements (BPAs) to address this spend volume. When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
