Overview
The PBS Centralized Acquisition Services or PCAS is being established as part of GSA’s implementation of Executive Order 14240, which directs the consolidation of procurement for domestic common goods and services across the federal government. PCAS will serve as the central hub for acquisition execution, supporting agencies as they transition procurement authority for designated contracts to GSA.
Envisioned Service Model
PCAS will operate under a streamlined, standardized model in which GSA provides Contracting Officers and Contract Specialists to manage procurement actions. Agencies will retain responsibility for mission requirements, oversight, and performance management through their Contracting Officer Representatives and Acquisition Career Managers. This division of responsibilities is designed to preserve agency-specific oversight while centralizing execution for efficiency and consistency.
COR expectations
Summary of responsibilities
- Monitor performance - be the ears and eyes of the CO
- Process invoices
- Report on performance
- Maintain COR certification and training
- Agencies will need to maintain project/program managers or PMs and CORs
- Contact the GSA CO for clarification if uncertain of your authority and responsibility
Designation letter
- The CO will issue the COR Designation Letter
- This letter outlines the duties and responsibilities of the COR
- It is the COR’s responsibility to maintain a copy of this letter as well as the FAC-COR certification
- The COR must maintain their FAC-COR certification within their respective agency
Electronic acquisition system integration
PBS acquisition teams will use the Electronic Acquisition System Integrated or EASi to process receiving reports. The Client Agency COR will work with the GSA CO to provide the necessary documentation to demonstrate receipt and acceptance. The client agency COR does not need an EASi user account.
