The U.S. General Services Administration (GSA) received authorization from Congress in the amount of $334,970,000 for the site acquisition, design and construction of a new Federal Courthouse in Hartford, CT. In 2020, the Federal Judiciary identified a new courthouse in Hartford as a top priority across the country.
Current status
GSA issued Phase 1 of the design-build services solicitation on September 18, 2025.
The U.S. General Services Administration (GSA), Public Buildings Service is seeking a highly qualified Design-Build Firm to provide comprehensive site development, design and construction services for a new U.S. Courthouse in Hartford, CT. The proposed new courthouse is estimated to have a maximum total area not to exceed 281,000 gross square feet of office, storage, and special use space. The design will incorporate classical or traditional architecture, in accordance with the President’s Executive Order 14344, Making Federal Architecture Beautiful Again.
On September 18, 2025, GSA issued a Request for Qualifications (RFQ) as Phase 1 of the design-build solicitation for the new United States Courthouse. GSA will hold virtual proprietary meetings with prospective firms on Oct. 6-7, 2025. Solicitation details and meeting request instructions are available at SAM.gov. Interested offers were due by November 5, 2025.

Environmental review
June 2025: GSA published the Record of Decision (ROD) on the Final Environmental Impact Statement (EIS) which stated that in accordance with NEPA, GSA chose to implement Alternative 2, the Allyn Site, as the Preferred Alternative. Under Alternative 2, GSA will acquire the Allyn Site (2.19 acres comprising 10 tax parcels), located at 154 Allyn Street, and construct a federal courthouse.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
