Our team can help determine whether CS3 fits your requirements and guide your agency through the ordering process. CS3 may be the right fit when you need:

  • A customized SATCOM solution involving multiple products, services, or technologies.
  • End-to-end satellite solution design, integration, implementation, or operations.
  • Standalone satellite engineering or professional support services.

We can also help you determine the appropriate acquisition path:

  • DoD requirement — Coordinate ordering through DISA/DITCO.
  • Commercial subscription or transponded capacity — Commercial Satellite Communications Solutions on Multiple Award Schedule.
  • Enterprise telecommunications or networking — Enterprise Infrastructure Solutions may be another option.
  • Award after October 15, 2027 — Contact cs3@gsa.gov to discuss available alternatives.

When using an interagency contract, your agency’s internal acquisition policies and ordering procedures continue to apply. Detailed guidance and templates are available in the CS3 Ordering Guide.. 

  1. Tell us what you need

    Email a brief description of your requirement to cs3@gsa.gov

    • Standalone professional support services must be set aside for CS3 small-business contractors.
    • Unrestricted solution orders may require large businesses to submit a small-business subcontracting plan consistent with FAR 19.7 and CS3 goals.
  2. Confirm the right fit (scope review)

    We will review your requirement with you and confirm it fits CS3.

  3. Prepare and compete

    Your contracting officer reviews the DPA Memo then requests a DPA by email, finalizes the solicitation, and posts it on GSA eBuy.

  4. Select and award

    Evaluate proposals, choose the solution that best meets your needs, and award the task order.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
