Features and benefits
Alliant 3 is GSA’s next-generation Governmentwide Acquisition Contract for information technology services. Alliant 3 offers:
- Alignment with Federal Enterprise Architecture and Department of Defense Enterprise Architecture to enable new and creative technologies.
- Contractor engagement metrics for bid and award requirements.
- Defense Federal Acquisition Regulation Supplement clauses as an attachment to the master contract.
- Flexibility in task order structure though the use of hybrid CLIN configurations.
- Small business subcontracting credit at the task order level during the life of the contract. Funding agencies receive the credit in eSRS.
- Office of Management and Budget — OMB — designation as a preferred governmentwide solution.
Scope
Structured as a multiple-award indefinite-delivery/indefinite-quantity vehicle, Alliant 3 enables federal agencies to quickly acquire complex, enterprise-wide IT solutions quickly, securely, and at scale. Alliant 3 builds on the proven legacy of the Alliant and Alliant 2 contracts by modernizing acquisition strategy, strengthening competition, and aligning federal IT procurement with current administration priorities focused on efficiency, accountability, and measurable mission outcomes.
Alliant 3 is structured to support the full lifecycle of IT services across civilian and defense agencies, by offering a pre-competed, rigorously vetted pool of highly qualified industry partners. - 3/10/26 — GSA has issued the Notice to Proceed for Phase 1 awards on the Alliant 3 GWAC. The contract is now live, and orders can be placed against it.

Buying through Alliant 3
- Read the Alliant 3 ordering guide [DOCX - 4 MB], which defines roles and responsibilities for the ordering process and provides instructions for using Alliant 3 (subject to change).
- Follow the instructions on how to use GWACs, including completing required training and requesting delegation of procurement authority.
- GSA provides guidance on establishing blanket purchase agreements in the GWAC BPA Toolkit [DOCX - 1 MB].
- Issue task orders directly through eBuy or work with GSA’s Assisted Acquisition Services for complete acquisition, project, and financial management support.
- Upon award or modification of an Alliant 3 GWAC task order, COs are required to submit an award/modification form with supporting documentation (i.e. SF1449, SF30, SOW, PWS) to alliant3@GSA.gov.

Pricing
Ordering contracting officers can use benchmarked labor rates to estimate the total cost of the order and the Independent Government Cost Estimate. You must determine:
- Whether the total price for the order is fair and reasonable given the requirements of each order.
- The appropriate level of effort and mix of labor to perform the task.
- The appropriate contract type.
Alliant 3 Labor Pricing [XLSX - 276 KB] includes wages, overhead, general and administrative expenses, and profit for work performed in the continental United States. They apply only to time-and-materials and labor-hour orders, and do not include the 0.75% contract access fee.
