Announcement: On June 8th, NITAAC announced the sunsetting of its GWAC program in accordance with Executive Order 14240 and OMB Memorandum M-25-31. The NITAAC program is canceled in its entirety, and the acquisition strategy has officially shifted away from NITAAC vehicles. NITAAC staff is collaborating with the U.S. General Services Administration (GSA) during this planning/implementation stage to determine the best strategy for supporting future customer needs.
In support of Executive Order 14240 issued in March of 2025, GSA is leading efforts to consolidate governmentwide acquisition contracts (GWACs). Additional information and resources for National Institutes of Health (NIH) GWAC stakeholders are below.
The National Institutes of Health recently announced a sunsetting process for its CIO-SP3, CIO-SP3 Small Business, and CIO-CS GWACs. GSA is prepared to assist federal agency customers and industry in transitioning to GSA solutions for future requirements. Please see the information below for more details.
Current NIH NITAAC GWAC contractors are encouraged to review GSA contract solutions, including GWACs and the Multiple Award Schedule. Companies that do not currently hold a GSA contract are encouraged to attend upcoming webinars for more information.
GSA stands ready to assist federal agencies in transitioning from NIH NITAAC GWAC solutions to GSA contracts. GSA MAS IT and GSA GWACs offer comprehensive IT solutions for future needs, including health IT.

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
