Vehicle Misuse and Reckless Driving

GSA Fleet is strongly committed to driver safety. Through its National Safety Program, GSA reaches out to federal agencies and drivers to offer:

  • Driver training;
  • Information on safe driving practices; and
  • Federal regulations pertaining to driver responsibilities while on the road.

The How’s My Driving program is a continuation of these efforts. It provides the public with a method to report what they perceive to be the misuse or reckless driving of a GSA vehicle. For more information on this program or to report an incident, please review the information below and follow the procedures for submitting a report.

Frequently asked questions about reporting misuse and driving a government vehicle.

If you want to remain anonymous in the report, please indicate it in your email to However, if you request to remain anonymous, you will not hear anything further on your inquiry. GSA will keep your email on file in the event that an agency requires additional information in order to conduct an investigation. In these cases, GSA will contact you directly and ask if the investigating agency can contact you.

When GSA receives a report, it forwards the report to the agency leasing that vehicle. Please understand that it can take an agency several weeks, and even months, to complete an investigation depending on the nature of the complaint and the agency’s internal procedures. Under agency personnel rules, actions taken against drivers may not be reportable to the individual filing the complaint. GSA is unable to establish time frames for agency investigations, or to mandate a response within a certain period of time. The investigation and any response to it is the responsibility of the agency alone.

In order to request a status update on your report, please email GSA Fleet vehicles are leased to other federal agencies. Those agencies are responsible for their drivers’ actions. As noted above, it can take some time for an agency to complete an investigation and respond back.

In accordance with Federal Management Regulation (FMR) 102-34.235, all drivers of federal government vehicles must obey all motor vehicle traffic laws of the state and local jurisdiction, except when the duties of their position require otherwise. Drivers are personally responsible if they are fined or otherwise penalized for an offense they commit while performing official duties, that was not required as part of their official duties.

In accordance with Federal Management Regulation (FMR) 102-34.205, drivers may not use a government motor vehicle for transportation between their residence and place of employment, except if their agency authorizes such use after making the necessary determination under 31 U.S.C. 1344 and Part 102-5.

If you wish to report the misuse or reckless driving of a government vehicle, please email and provide the following information:

  • Date of the incident
  • Time of the incident
  • Location of alleged misuse
  • Activity that is the cause of your concern
  • License Plate (EX: GXX-XXXXX for GSA owned vehicles)
    • GSA leased vehicles all have license plates that have the following structure (GXX-XXXXX). If the license plate does not begin with a G, then it is not owned by GSA; however, if the license plate follows the approved license plate codes for Executive Branch agencies and other Federal entities we can forward the report to the owning agency on your behalf.
