Acting PBS Commissioner Allison Azevedo has selected Region 6 Acquisition Management Division Director David Rumsey as the PBS Outstanding Acquisition Professional of the Year. She made the announcement at an Acquisition Directors Conference May 10.

Rumsey, who also serves as PBS Region 6 Deputy Regional Commissioner, received the award for the significant impact he’s made on the acquisition community over the past year, including:

  • Serving as executive sponsor of the Region 4 indefinite delivery vehicle development team — including developing the memorandum of understanding, setting up the staff structure and overseeing progress.
  • Further enhancing the PBS Workload Production Model — including briefing senior management and clearly documenting the model.
  • Continuing to support the Job Order Contract Concept and Express Menu, where he worked with multiple regions to vet opportunities.

“Not only is Dave an exceptional Region 6 director, but he continues to lend his expertise to national programs such as the (Office of Acquisition Management) Productivity Model and the national IDV program, leading us to national success,” said Assistant Commissioner for Acquisition Management Tracy Marcinowski.

Deputy Assistant Commissioner for Acquisition Management Courtney Springer said he continually appreciates the associates in Region 6 and the exceptional work from the team.

“David and the R6 team are excellent,” he said. “I really appreciate the excellence in regional performance, support for fellow regions, and the strong national support. Way to go David and the R6 team!”
