Overview
Agencies must comply with several statutory and regulatory requirements when transporting government impelled cargo including freight, small parcels, and employee household goods.
Procurement and payment regulations
Requirements:
- Agencies must follow prescribed procurement methods as prescribed in transportation management regulations (41 CFR 102-117).
- Agencies must audit every transportation invoice as prescribed in transportation payment and audit regulations (41 CFR 102-118).
Hazardous materials
Requirements:
- Agencies must comply with Department of Transportation regulations found at 49 CFR Subchapter C.
- You must use special packaging and labeling.
- Transportation Service Providers may refuse non-compliant shipments.
- Your employees must complete appropriate training.
International shipments
Fly America Act
Requirement: All federal-funded air transportation of cargo must be performed by a U.S.-flag air carrier when such service is available (49 U.S.C. 40118).
Exceptions apply (41 CFR 102-117.45).
Maritime cargo preference
Requirements:
- All, or a portion of all, ocean-borne cargo that moves internationally must be transported on U.S. flag vessels (46 U.S.C. 55305).
- You must comply with the reporting requirements at 46 CFR 381.3.
- Check availability or file a Request For And Determination Of U.S.-Flag Non-Availability (abbreviated DNA).
