GSA Awards First Task Orders for Payroll Modernization

NewPay Shared Services initiative to obtain Software as a Service solutions to modernize federal payroll services

WASHINGTON – The U.S. General Services Administration has selected Carahsoft Technology Corporation and Grant Thornton for multi-million dollar task orders under its NewPay blanket purchase agreement (BPA) to modernize federal payroll services. Payroll modernization aligns with the President's 2019 Management Agenda, which supports the Administration’s focus on providing governmentwide shared services. 

NewPay will harmonize agency legacy systems with a secure, modern, commercial, standards-compliant Software as a Service (SaaS) solution to ensure consistency in payroll outcomes across the federal environment. This will be achieved through the collaborative efforts of federal shared service payroll providers and SaaS vendors, while further maximizing opportunities to improve customer satisfaction.  

“Today’s NewPay task orders are an important step in modernizing our federal payroll system as we move forward in providing quality shared services,” said GSA Administrator Emily Murphy. “We look forward to working with the Carahsoft and Grant Thornton teams as they provide SaaS solutions to ensure constant innovation and security in our payroll services.”

The federal government runs one of the largest payrolls in the country, paying over 2.2 million civilian employees. NewPay is a much needed advancement toward providing a best-in-class shared service that will modernize federal payroll processing.

The task orders were awarded to the two BPA awardees that will make available two commercial payroll solutions to the federal government. The first team led by Carahsoft Technology Corporation, with Immix Technology and Deloitte Consulting LLP, will provide Kronos and SAP solutions. The second team is led by Grant Thornton, with The Arcanum Group, Inc. and CGI Federal, and their proposed solution is Infor.

GSA is committed to the successful implementation of NewPay and will be investing Technology Modernization Fund resources to launch this new payroll solution.
