Real Property Leasing Certification Program
Background
The GSA Leasing Certification Program is specially designed for Leasing Contracting Officers responsible for managing 10,000 leases across government. GSA established this program not only to meet requirements established through the OFPP Memorandum, "Revisions to the Federal Acquisition Certification in Contracting," but to recognize and support the unique role of LCOs.
The OFPP Memorandum requires that all contracting officers, regardless of series, be FAC-C certified in accordance with agency policy. Since leasing is not regulated in the Federal Acquisition Regulation, the GSA Senior Procurement Executive determined that a specialized Leasing Certification Program would be effective and germane to the professional development of the LCOs, and established the GSA Leasing Certification Program on October 1, 2015.
On January 27, 2021, GSA’s SPE Jeff Koses and Acting Assistant Commissioner for Leasing John Thomas signed a memorandum [PDF - 293 KB] which implements updates to GSA’s LCP training curriculum. The GSA Acquisition Workforce Division and PBS Office of Leasing identified updates to the LCP curriculum based on current business practices and needs. The updated curriculum, consistent with LCP competency requirements, provides broader options for learning materials and reflects current needs for the program. Experience, education, and continuous learning requirements will remain unchanged. All existing LCP certifications will remain valid.
The new curriculum is effective on October 1, 2021 and applies to all LCOs, regardless of job series. The updated LCP curriculum also applies to federal agencies who have delegated lease acquisition authority from GSA. The 2015 LCP Memorandum and 2015 Acquisition Career Manager LCP Guide were decommissioned on September 30, 2021.
LCO Warrant Requirements
LCOs are required to obtain and maintain the LCP levels set forth below to be eligible for a leasing warrant.

LCP Experience and Education Requirements

LCP Training Requirements
Please note that there is no reciprocity for the LCP Curriculum.

*If you already have a FAC P/PM certification in good standing and are working toward an LCP certification, you are exempt from taking the project management training at the commensurate level. This exemption particularly applies to those who attained the FAC P/PM through a legacy curriculum.

Continuous Learning Requirements
The LCO must obtain 80 continuous learning points to maintain the certification in each two-year continuous learning period. The 2021 curriculum updates do not change this requirement.
Governmentwide Acquisition Career Management System
Applications for the LCP must be processed via FAI CSOD. Agencies with access to LCP in FAI CSOD have the capacity to certify their LCOs in accordance with the GSA LCP curricula.
