This Leasing Alert cancels three prior alerts that issued guidance for provisions and clauses (listed below). Contracting Officers are expected to apply the applicable provisions and clauses, as updated, which can be found at FAR. Solicitation provisions and contract clauses for leasing will be available in a repository library, currently Lease Forms & Templates, and in G-REX.
On Dec. 3, 2025, the GSA Senior Procurement Executive (SPE) signed Acquisition Letter MV-2026-01, which canceled AL MV-22-06 - Cyber-Supply Chain Risk Management (C-SCRM) Requirements for Leasing. The Office of Leasing issued Leasing Alert (LA) LA-22-07, currently partially active, which incorporated MV-22-06. Further, LA-21-08 and LA-23-07 issued templates for provisions and clauses with provisions and clauses that are updated as part of the Revolutionary Far Overhaul (RFO). These three leasing alerts with attachments are no longer applicable.
RFO, Part 40 had several changes to ‘Security Prohibitions and Exclusions Representations and Certifications’ solicitation provisions and ‘Security Prohibitions and Exclusions’ contract clauses, which change provisions and clauses. Summary below:
This Leasing Alert is effective as of the date of issuance.
This Leasing Alert applies to all General Services Administration (GSA) real property leasing activities and to activities delegated by GSA to other Federal agencies.
Leasing Alerts LA-21-08, “Solicitations Provisions & General Clauses”; LA-22-07, “Revision to General Clauses (GSA Forms 3517A and 3517B)”; and LA-23-07, “Revision to Solicitation Provisions and General Clauses (GSA Templates 3516, 3516A, 3517A and 3517B) – Version 2” are canceled.

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
