GSA Removes Minnesota Property From All Government Lodging Programs Following Denial of Rooms to Federal Immigration Agents

WASHINGTON — The U.S. General Services Administration (GSA) today announced the termination of one of Hilton Hotels properties participation in its government lodging programs, effective immediately. This action was taken after confirmation that a property formerly associated with Hilton Brands canceled hotel reservations made by U.S. Immigration and Customs Enforcement (ICE) agents and other Department of Homeland Security (DHS) personnel. 

“After I was informed that a local Hilton property canceled rooms reserved for ICE, GSA immediately reviewed the matter and found the hotel to be in clear violation of its government lodging program requirements,” said GSA Administrator Edward C. Forst. “The property has been removed from the programs and booking tools effective immediately. GSA unequivocally supports our federal law enforcement partners.”

GSA removed this specific property from all of its lodging programs and travel systems. This includes the FedRooms program, a GSA-managed transient lodging program providing Federal Travel Regulation (FTR) compliant hotel accommodations to U.S. government and military travelers, at or below federal per diem rates. This also includes emergency Lodging Services (which provide accommodations during emergency situations for both planned and unplanned federal/state coordinated responses, training, and more); and Long Term Lodging (which provides accommodations for 30+ nights of temporary or permanent relocation and extended training assignments). Hotels participating in these programs agree to honor government rates and accommodate travelers conducting official business.

The decision follows public scrutiny of emails shared by DHS in which staff at a Hilton-branded Hampton Inn in Lakeville, Minnesota informed federal immigration agents that reservations would be canceled because the property would “not allow any ICE or immigration agents to stay at our property.” DHS characterized the cancellations as an unacceptable refusal of service to law enforcement personnel. 

Participation in the government lodging program requires that all approved hotels honor reservations from all federal agencies, without exception. Denying service based solely on an individual’s agency affiliation is not aligned with the standards of the program and will result in removal from the program. GSA is working with its lodging management partners and agency travel offices to ensure a seamless transition for upcoming federal travel needs and to reaffirm expectations for nondiscriminatory treatment of all government travelers.
