GSA awards Construction Manager as Advisor contract for new land port of entry at Houlton, Maine

BOSTON – The U.S. General Services Administration (GSA) has awarded a contract for construction management services in support of the new Land Port of Entry at Houlton, Maine.

Funded through the Bipartisan Infrastructure Law, GSA awarded the $584,877 contract to Jacobs Technology, Inc. Under this contract Jacobs will provide services including construction project management, construction inspection, project scheduling, cost estimating, acquisition support, commissioning and partnering.

The overall $20-30 million project aims to repair and upgrade the existing building systems including the roof, windows and exterior wall panels. Additional repairs are planned for the elevators, mechanical and plumbing systems, and fire alarm.

GSA’s goals for the Houlton project include providing a long-lasting and durable port which meets sustainability and climate-resiliency goals including a Net-Zero ready facility and an 80 percent reduction in fossil fuel use. The modernized port will also be highly functional and technologically efficient, providing low maintenance and operating cost.

When completed, the port of entry project will help improve public and officer safety, and provide for the long-term, safe and efficient flow of traffic. Additionally, the project will improve economic, cultural and familial connections. The people who live along the border depend on this deeply rooted, cross-border community engagement, often passing through the port daily for jobs and mutual aid.

This announcement is part of President Biden’s Investing in America agenda in growing the American economy from the bottom up and middle-out – from rebuilding our Nation’s infrastructure, to creating a manufacturing and innovation boom powered by good-paying jobs,  to building a clean-energy economy that will combat climate change and make our communities more resilient.
 
Construction is anticipated to begin in late 2025, with substantial completion by the summer of 2027.
