Technology Modernization Fund Board Awards Department of Labor $9.6 Million to Modernize Enterprise Data Platform

Washington – Today, the Technology Modernization Fund (TMF) Board announced that the Department of Labor received $9.6 million to modernize DOL’s enterprise data infrastructure. This IT modernization project will use TMF funding to increase operational efficiency and improve services for the public.

The TMF is an innovative funding vehicle that gives federal agencies additional ways to deliver services to the American public more quickly, better secure sensitive systems and data, and use taxpayer dollars more efficiently. Now in its third year, funds from the TMF continue to enable federal agencies to enhance the delivery of key technology projects.

“With this first project approval of 2021, the TMF Board is reinforcing its commitment to invest in federal technology modernization initiatives that enable agencies to better deliver their services to the American public,” said Deputy Federal Chief Information Officer and TMF Board member Maria Roat.

The $9.6 million awarded to DOL will help improve availability and accessibility of critical DOL data to all consumers of that data – including developers, journalists, researchers, and other federal agencies. This funding will also support the department’s mission areas and deploy resources more effectively by unlocking the department’s enterprise data sources, creating data management capacity, and ensuring timely delivery of appropriate information to the right DOL staff and customers in a secure manner. This transformation enables an evidence-based decision-making approach across enforcement, compliance, unemployment insurance and other DOL mission areas.

“Many of the solutions for challenges we face today, the COVID-19 pandemic, an economic recession, a climate crisis, and the lack of diversity, equity, inclusion, and accessibility, can be addressed with technology. Much of that technology is dated, and these IT-related modernization initiatives, working together, represent a very ambitious commitment to addressing these crises across the whole of government. Today, we can extend that approach, supporting the DOL mission to advance technology and unify their IT platform to support the mission,” said GSA Acting Administrator Katy Kale.

“Technology is a key enabler for government in providing better services to the American public,” said GSA Chief Information Officer and TMF Board member David Shive. “The news of the Technology Modernization Fund getting a $1 billion boost from the American Rescue plan couldn’t have come at a better time, and the TMF Board looks forward to receiving more project proposals like this one from DOL to consider for investment.”

This is the second TMF award for DOL. Funds awarded in 2018 helped DOL streamline a work visa application process from paper-based to digital, resulting in savings of $2 million per year for DOL.

As of TMF’s third anniversary on March 12, 2021, more than $125 million in initial project awards has been allocated to 11 modernization projects across the government, and the TMF Board continues to accept and evaluate proposals for high-impact, high-return on investment projects from federal agencies.

About the TMF: The Technology Modernization Fund (TMF) is an innovative funding vehicle that gives agencies additional ways to deliver services to the American public more quickly, provide better security of sensitive systems and data, and use taxpayer dollars more efficiently.

The TMF was authorized by the Modernizing Government Technology Act of 2017 and is overseen by the Technology Modernization Board, comprised of government IT leaders representing proven expertise in technology, transformation and operations. Agencies submit IT-related project proposals for the Board to review and consider through a two-phased approval process. Approved projects receive incremental funding and technical expertise to ensure project success. To date, the TMF has received $175 million from Congress to fund modernization projects; the American Rescue Plan includes an historic $1 billion in additional funding for this program.
