Competing for GSA Lease Contracts

GSA leases space in diverse locations when leasing is the best solution for meeting federal space needs. This page briefly explains how private building owners and their representatives can compete for lease contracts.

Find Lease Contract Opportunities

Visit SAM.gov to search for lease contract opportunities in your area. To begin your search, choose “Contract Opportunities” from the “Select Domain” menu on the SAM home page. Then, type a city or keyword in the search box. Next, click the magnifying glass button.

Once the search results are displayed, you can further refine the results using the filters on the left. The NAICS filter, which is under the section titled “Product or Service Information,” is especially helpful. Use NAICS code 531120 for lessors of nonresidential buildings.

Once you’ve completed your search, you’ll notice that each advertisement contains detailed instructions on how to properly express interest and how to offer space. Keep in mind, SAM displays contract opportunities from all federal agencies.

Important note regarding SAM.gov: Offerors must have an active registration — in accordance with RLP requirements — in the System for Award Management (SAM) prior to any lease award. Offerors should begin the registration process as soon as possible. The registration service is free of charge.

Create an Account on GSA’s Lease Offer Platform

In addition to searching SAM.gov for lease contract opportunities, building owners and their representatives are strongly encouraged to register for an account on GSA’s Lease Offer Platform (LOP). LOP is located at lop.gsa.gov and it consists of two online leasing tools:

  • The Automated Advanced Acquisition Platform (AAAP) allows the market to compete for multiple federal leases by submitting a single offer through the simple online platform. Through AAAP, GSA collects best and final offers for generic office space needs that remain in a secure database throughout the fiscal year (Oct 1 - Sept 30). Offerors should submit all available office space via AAAP even if there are no active contract opportunities in your area.
  • The Requirement Specific Acquisition Platform (RSAP) allows the market to compete for a single federal lease by submitting a requirement-specific offer through the simple online platform. Offerors should only submit space via RSAP if a Request for Lease Proposals (RLP) indicates that RSAP will be used to collect offers.

LOP is a U.S. Government system managed by GSA. It is free to register for and free to submit space on LOP.
