Do agencies need to conduct market research?
No, GSA has already performed the market research as a part of the BPA award in order to reduce administrative duplication and effort.
How are trips approved and reconciled with the current ETS2 solution?
- If individually billed: After the trip travelers have the ability to review receipts, add applicable notes and then upload to their agency instance of the E-Gov Travel Service solution (ETS) vendor platform for voucher and reimbursement.
- If centrally billed: Charges will be reviewed, reconciled and centrally paid each month.

- Centrally billed accounts are billed once per month.
- Individually billed account details are available upon completion of the ride.
Are there alternative payment methods for the Rideshare Program?
For local, official or Temporary Duty Travels (TDY) where the Government’s SmartPay® travel cards are not authorized or available for use, Uber will accept the federal employee’s purchase card, personal credit card, or debit card as payment if pre-authorized by the approving official of the ordering agency.
Is GSA charging any fees beyond the travel cost to the traveler?
No, there are no fees to use this service.
Is it necessary to obligate funds to place an order against the BPA?
No.
Does GSA/fed policy allow surge pricing? Is it allowed in all cases?
The solution does not prohibit or restrict vendor surge pricing. Federal employees are hailing the same rides as consumers. In most cities, your cost is calculated up front, before you confirm your ride.
The intent of the solution is to use Uber’s commercial solutions as is. The rate negotiated incorporates a discount comparable with other large corporate clients, and waives the fee to use each vendor’s back-office reporting and data analytics.
Where can I find dedicated contractual information?
The GSA Rideshare BPA, supporting documents, and security and contractual documents are all located on the dedicated Rideshare page within Connect.gov.

Can the rideshare BPA be used for transporting VA veterans to medical and non-medical appointments?
Yes, any mission related personnel, including veterans have access to the Rideshare BPA.
Can the Rideshare BPA be used for DoD recruiting travel assistance?
Yes, the Rideshare BPA can be used as long as the recruit travels on behalf of, and is reimbursed by the government.
