Your Multiple Award Schedule contract may require two types of modifications over its lifetime in order to stay current and compliant.
- We routinely generate mass modifications, often associated with a solicitation refresh.
- You may also modify your own contract through eOffer/eMod.
Mass modifications
We issue mass modifications directly to MAS contractors via the mass modification system. You must sign a mass modification within 90 days of receipt. Each mass modification will outline significant changes impacting the solicitation and your subsequent contract.
If you do not sign a mass modification before the release of the next mass modification, the next mass modification will include those unsigned changes. For example, if you have not signed Refresh 2 by the time Refresh 3 is released, when you sign Refresh 3 it will include changes from both Refresh 2 and 3.
Initiating a modification
Your company’s contracting administrator or POC must submit your modification requests electronically using eOffer/eMod whenever you need to update your MAS contract. Changes that require a modification include:
- Products
- Services
- Prices
- Terms and conditions
- Administrative information such as authorized negotiators, addresses, phone numbers, fax numbers, and key personnel

You must keep all authorized negotiators and delegated agents up-to-date in the system. For example, if you delegated pre-award responsibilities to a consultant or third-party agent but do not intend for these agents to represent your firm following contract award, you must specifically request that these agents be removed as authorized negotiators from your contract. COTS letters of supply
You must submit a letter of supply if any of the following are true:
- Your manufacturer does not participate in the Verified Products Portal.
- You deal or resell COTS products.
- You need to add a new manufacturer to your existing contract.

Clause 52.204-9 (Personal Identity Verification of Contractor Personnel): This clause requires your company to comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget guidance M-05-24, and Federal Information Processing Standards Publication, or FIPS PUB, 203.
