Understand the portals
- Symphony Portal (OSP): Used for offerors’ proposal submissions under the OASIS+ suite of contracts for government proposal evaluations.
- GSA eBuy: Used only for task order solicitations and management on already awarded OASIS+ contracts.
Register in Symphony
All sellers who are interested in submitting proposals to the OASIS+ suite of contracts must register in Symphony Portal for submitting OASIS+ proposals:
- Requirement: You must have your company’s SAM.gov Unique Entity ID (UEI).
- Guides: Review “How to register as a business user” and “How to sign into Symphony” in the Knowledge Base.
Prepare Your Proposal
The Symphony Vendor Support Guide provides step-by-step instructions for each phase of the process. Under the “GSA Contract Vehicle Supplements” section, locate the OASIS+ section that covers the entire lifecycle of the OASIS+ offer:
- Setting Up Your OASIS+ Assets
- Scoring and Verifying Your OASIS+ Projects
- Finalizing and Submitting Your OASIS+ Proposal
- Managing Post-Award and Contract Administration
Submit your offer
- Submit your proposal directly through the OASIS+ Submission Portal (OSP)
After submission
Once submitted, the OASIS+ Contracting Office will evaluate your offer against Section M of the solicitation (including pricing and responsibility reviews).
- Clarifications: The team may contact you for clarifications. Please keep your Company Contract Manager/Company Program Manager (COCM/COPM), to ensure you receive these messages.
- Outcome: You will receive either an Award Notice or a debriefing letter if unsuccessful.
