Overview for MAS buying
Our Multiple Award Schedule program allows federal agencies, state, local, territorial, and tribal governments, and other authorized organizations to place orders or establish blanket purchase agreements against our MAS contracts. MAS ordering procedures are available at GSAR subpart 538.71. These ordering procedures implement the Revolutionary FAR Overhaul, or RFO, model deviation text for FAR part 8. For agencies that follow the FAR, if you are unsure if your agency has a Class Deviation in place to implement the RFO part 8, contact your internal acquisition policy office for clarification.
The Department of Veterans Affairs has delegated authority from us [PDF - 1 MB] to carry out a similar program for medical products and services.
Use and requirements
The following identifies who may purchase from the MAS program.1
U.S. federal government
U.S. territory governments
U.S. state and local governments2
Other organizations with specific statutory authority
Examples, include the following:
- The District of Columbia
- Mixed-ownership government corporations
- Qualified nonprofit agencies for other severely disabled
- The American National Red Cross
- Qualified nonprofit agencies for the blind
- Civilian and military commissaries and non-appropriated fund activities authorized under 41 CFR § 101-26.00
- Federal contractors, including subcontractors, authorized pursuant to RFO 8.105-1 and 8.105-2
- FSS contractors in performance of an FSS order as authorized pursuant to RFO 538.7102-1
Tribes and tribal organizations3
- Indian Tribes using funds from any of the following:
- Tribal Transportation Self-governance Program
- Indian Self-Determination and Education Assistance Act, or ISDEAA
- Native American Housing Assistance and Self-Determination Act, or NASHASDA
- Tribally designated housing entities using NAHASDA funds
- Tribal organizations using ISDEAA funds
- Tribally controlled schools using Tribally Controlled Schools Act funds
- Urban Indian organizations using Indian Health Care Improvement Act funds

How to prioritize MAS use
For FAR bound organizations RFO 8.104 clarifies the use of existing sources when a mandatory source is not available. For example, if a commercial product or commercial service meets your needs and is available on a governmentwide contract, like MAS, you must use it if it’s a “required use” contract. If not “required use,” you should consider using it.
