Service Contract Labor Standards under MAS
Overview
SCLS, formerly known as the Service Contract Act, or SCA, apply to all MAS contracts that involve providing services.
Our contracts include:
- The SCLS clauses required by the FAR Part 22 (GSA CD RFO-2025-22).
- Applicable U.S. Department of Labor SCLS wage determinations, which are updated annually to comply with current labor standards.
Wage determinations are incorporated at the MAS contract level.
Both task order contractors and ordering contracting officers have specific responsibilities, based on FAR Part 22 (GSA CD RFO-2025-22).
Task order contractors must
- In response to an RFQ, identify in your quote any labor categories that may be subject to the SCLS
Ordering contracting officers must
- Identify whether the SCLS apply to any of the labor categories required under the task order
- Determine the place of performance for the order
- Identify the appropriate wage determinations that are already part of the contract. The WDs must match the labor categories and place of performance specific to the task order.
- Use the WDs that are incorporated into the contract. Do not apply different WDs.
MAS contractors and the SCLS matrix
The MAS contractor’s SCLS matrix lists labor categories and fixed price services awarded under the contract that may be subject to SCLS. This matrix is published in the contractor’s authorized schedule price list available through our eLibrary.
You may not issue task orders to MAS contractors unless the labor categories and fixed price services applicable to the order are awarded under the contractor’s MAS contract. MAS pricing is based on a nationwide geographic scope. Contractors must comply with the wage determinations incorporated into MAS contracts for each locality, regardless of the pricing proposed and awarded on the contract or order.
You can and should seek price reductions when the work to be performed at the task order level is in an area with lower SCLS rates.
Annual wage determination updates
We incorporate updated WD into all MAS contracts once a year. Task orders are awarded based on the WDs incorporated into the MAS contract at the time the task order is issued. When we incorporate updated WDs into the MAS contract via the annual MAS modification, contractors can request task order price adjustments from the date of the MAS mod. Task order price adjustments are at your discretion, based on the task order’s terms and conditions.
Options on task orders related to SCLS
Options on task orders are exercised based on the WDs incorporated into the MAS contract at the time that the option is awarded. When you award an order with SCLS-applicable labor categories and fixed price services, you can add this language for option year rates: SCLS labor categories are subject to Schedule WDs incorporated in the MAS contract at the time of task order option exercise.
