The Facility Management Institute has revised the proficiency level approach [PDF - 278 KB] for qualifications that are FBPTA-aligned.

The following is the 2017 update to the core competencies and recommended curriculum of FBPTA. This year’s update focuses on the additional qualifications reviewed by FMI in order to expand on the number and breadth of coverage of training. These qualifications add, in particular, to the list of options available through low-cost, online sources.
2015 FBPTA core competencies & program update

To develop the 2015 update, the Facilities Management Institute engaged representatives of federal agencies, cross-governmental organizations including the Federal Real Property Council and the National Institute of Building Sciences, and a number of industry-based credentialing organizations. The focus of this update was to expand on the number and breadth of coverage of training and other qualifications related to building operations and energy management. In the process of doing so, FMI also identified opportunities to simplify the FBPTA competency model and address new competencies related to cybersecurity and data acquisition and validation for the Federal Real Property Profile, or FRPP.

Federal skills assessment test

The Federal Skills Assessment Tool, or FEDSAT, is an online skills assessment tool which assesses compliance with Accelerate FM defined competency areas on your PC or mobile devices. You can use the FEDSAT to demonstrate understanding of the 80 high-priority performance areas and link to related training from a wide variety of sources. Be sure to watch the two minute FEDSAT introduction video embedded below and also available from the FEDSAT home page to learn everything you need to know about it.
Veterans Affairs Facilities Management School

The Veterans Affairs Facilities Management School was created in response to Public Law 111-308: Federal Building Personnel Training Act of 2010, which requires agency facilities management personnel to have the necessary competencies to effectively manage federal buildings. The school provides the Department of Veterans Affairs construction, facilities management, and biomedical engineering workforce with a structured, competency-based curriculum in the areas of building operation and management, construction safety and occupational health, fire safety, electrical power generation, HVAC operation and maintenance, and many more.

FMI community of practice suggestions

The Facility Management Institute is a platform for the exchange of information and best practices between practitioners and subject matter experts. To that end, FMI will establish a community of practice to meet regularly, present information on topics of critical interest, and allow interaction between members of the community. Initial topics inspired by the set of “federal references” required of facility managers by the Federal Buildings Personnel Training Act of 2010 are listed below. FMI is seeking suggestions for topics to fill out its schedule, please provide your suggestions in the discussion thread below.

Health in buildings discussion with GSA NCR leadership

Brian Gilligan, PE Sustainability Program Manager with GSA’s Office of Federal High Performance Green Buildings will present a summary of HPGB initiatives including a recent roundtable of experts in the field of Indoor Environmental Quality to the senior leaders of GSA National Capital Region. A facilitated discussion on priorities and potential performance measures for IEQ will follow.

Brian Gilligan, Sustainability Program Manager with GSA Office of Federal High Performance Green Buildings, will discuss the Facility Management Institute, or FMI. FMI is designed to act as a virtual forum for experts and practitioners from government, the private sector and Academia to interact, share best practices and find the latest thinking on subjects relevant to the operations and maintenance of buildings. Located at www.fmi.gov, FMI is front and center in GSA contribution to the president’s Open Government initiative. The site has already been used extensively for implementation of the Federal Buildings Personnel Training Act. Starting in August it will also begin hosting a Facility Management Community of Practice promoting guest speakers from GSA, FEMP, DOE National Laboratories and several professional associations, and, valuable topical information from GSA Research into Practice program. Brian Gilligan and Patrick Dale of GSA will will give a briefing to military and civilian facility managers at Marine Corps Base Camp Pendleton. The presentation will provide an overview of the 2013 annual update and a demonstration of the FBPTA core competency web tool. Attendees will be able to use the tool first hand to conduct a personal skills assessment. The group will discuss potential pilot projects at military locations in the region.

Army Corps of Engineers Sustainability and Energy webinar series

An interesting post on sustainability-related topics available from the USACOE: Headquarters U.S. Army Corps of Engineers Engineering and Construction has organized a Sustainability and Energy webinar series to highlight technical advances, policy issues, and the implementation of sustainability and energy concepts within the Department of Defense engineering and construction community. In addition, these webinars are used as part of annual training requirements. I have logged into the last two webinars: 1) Deep Retrofits and Energy Security, and 2) Microgrids, at the invitation of Marty Savoie, U.S. Army Corps of Engineers, and have found the presentation materials to be very relevant.
For broader distribution to the BTRD members and others, these recordings are publicly available on YouTub on the USACE Sustainability channel.
