Inform us about excess or underutilized space

If there is no longer a need for the space in a specific market, and you are ready to release it, formal request can be made through PBS OASIS by your Ordering Official. In alignment with Pricing Policy, the following need to apply to release space: 

  • The space is in marketable blocks; see section 5.3.2 of the Pricing Desk Guide
  • The space is not designated as non-cancelable in the customer agency OA; see sections 2.16.2.A and 5.2 for definition of non-cancelable
  • If a lease occupancy, the customer agency is at least 16 months into its OA term

Note: This applies to parking spaces and antennas you no longer need.

Optimize your space

If you need assistance on how to optimize your space, notify us through the underutilized space identification portal and we will collect basic information which allows your Client Strategy customer lead to evaluate opportunities to improve utilization and recommend potential strategies. Note that the form is only to identify GSA-controlled space. To discuss options regarding agency-owned spaces, contact your customer lead.  

If the recommended strategy is:  

  1. Full or partial space release - You will be directed to submit a formal request to release space through PBS OASIS.
  2. Shared space - Shared space opportunities utilize the Space Match Program. The program is designed to facilitate interagency space-sharing by helping agencies in need of space to connect with agencies that have underutilized space. Your PBS Client Strategy team will work to identify space match opportunities.
  3. Consolidation - Your PBS Client Strategy team will work with you to evaluate your multiple occupancies within a specific market to identify potential opportunities and space saving scenarios.

How it works

We use our Space Match database to find available workspaces based on information you provide, such as the space type and location. Once we identify a match, we work with the two partnering agencies to capture the space sharing agreement in a Space Match Memorandum of Understanding. The host agency receives a rent credit, or billing adjustment, and the sharing agency receives an equal rent charge.
