Greg Barbaccia Appointed Acting Director of the Technology Transformation Services

WASHINGTON — The General Services Administration (GSA) today announced that Gregory Barbaccia, currently the Federal Chief Information Officer for the United States Government at the White House Office of Management and Budget, will also join GSA as Acting Director for Technology Transformation Services (TTS) and Senior Advisor to the Administrator. Additionally, Thomas Shedd, who has served as TTS Director and Deputy FAS Commissioner for the past year, will transition to a new role as Senior Advisor for Fraud Prevention – an area of increasing importance for the agency and the administration.

Shedd departs TTS after a year of effectively implementing President Trump’s mandates and working on core program priorities, including expansion of Login.gov and cleanup of Sam.gov. His actions have set the team up for great fiscal health and include drastically reducing operating costs.

Barbaccia brings extensive experience across technology leadership, digital delivery, and organizational change. As Senior Advisor, he will work closely with GSA programs and federal partners to advance secure, scalable, and user-centered technologies that support agencies’ missions and strengthen outcomes for the American public.

“Greg brings a powerful combination of technology strategy and hands-on execution that will accelerate GSA’s mission to transform how the federal government buys, builds, and delivers digital services,” said GSA Administrator Edward C. Forst. “His leadership will drive smart, secure technology investments that deliver real results for President Trump’s priorities and our stakeholders.”

In his advisory capacity, Barbaccia will focus on emerging technologies, best practices in digital delivery, and cross-government collaboration, supporting GSA’s role as a central provider of acquisition, real estate, and technology services for federal agencies.

“I want to acknowledge the work TTS has done to modernize how the federal government builds and delivers digital services, making interactions with government simpler, more accessible, and more efficient for the American public,” said Federal CIO at the White House OMB and Acting TTS Director, Greg Barbaccia. “I’m looking forward to building on that success and deepening partnerships that drive better technology outcomes across agencies. By serving in this dual capacity, we’re ensuring continuity of leadership and a strong focus on delivering value to the taxpayer through smart, mission-aligned technology transformation.”

The appointment is effective immediately.
