GSA helps the federal government reduce waste by supporting the sale or reuse of older assets. When government aircraft get old, agencies can work with GSA to update their fleets by exchanging (trading in) or selling the old aircraft to buy newer ones. The money from the sale or trade-in can be used to pay for all or part of the replacement aircraft.
Exchange/sale of Government aircraft
To trade in or sell federal aircraft, agencies must follow 41 CFR 102-33.215 Replacing Aircraft Through Exchange/Sale. More detail can be found in 41 CFR 102-39 Replacement of Personal Property Pursuant to the Exchange/Sale Authority including the rules for trading in or selling personal property, which includes federal aircraft. Federal Aviation Program Managers can find instructions on:
- How to trade in or sell property.
- When to trade in or sell federal aviation assets.
- Things that are restricted or forbidden when trading in or selling federal aircraft.
- Required paperwork and reports for trading in or selling federal aircraft.
