Leasing Alert LA-26-02: Cancellation and Archiving of Leasing Alerts and Lease Acquisition Circulars

Purpose

This Leasing Alert implements recent acquisition policy changes by canceling Leasing Alerts and Lease Acquisition Circulars that are no longer effective and archives templates and Lease File Checklists issued under those policy documents.

Policies identified as canceled are no longer effective and should not be relied upon. Policies identified as archived are not mandatory policy and are retained for reference only. Templates and tools associated with archived policies are discretionary and may be used as appropriate, but are not required.

Background

On January 15, 2026, the GSA SPE signed RGO-2026-01 [PDF - 814 KB] and ADM 2800.12B, Change 200 [PDF - 1 MB] in connection with E.O. 14275 Restoring Common Sense to Federal Procurement and OMB M-25-26 Overhauling the Federal Acquisition Regulation (FAR). With this update, the Office of Governmentwide Policy (OGP) will be the sole issuer of mandatory acquisition policy at GSA. This centralization removes redundant policy layers across the agency, giving the acquisition workforce maximum flexibility and authority with fewer constraints.

Further, these changes made templates and tools discretionary. Leasing Alerts that issued templates, including the Lease File Checklists, and tools will be archived.

G-REX remains the application for lease project and contract files. This application will be updated to reflect resources for various lease actions.

Remaining Leasing Alerts, for example, those that issued Leasing Desk Guide chapters or provided guidance to delegated agencies, are maintained for guidance until the GSAR rewrite is complete.

Effective date

This Leasing Alert is effective as of the date of issuance.

Applicability

This Leasing Alert applies to all General Services Administration (GSA) real property leasing activities and to activities delegated by GSA to other Federal agencies.

Cancellation

See Attachment 1 for the list of canceled policies. See Attachment 2 for the list of archived policies, templates are retained for discretionary use.

Instructions/Procedures

The Office of Leasing maintains a repository for consistency and efficiency across leasing projects, which can be accessed on the Leasing internal site and G-REX. Policies that were issued by the Office of Leasing which are not canceled or rescinded are retained for discretionary use.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
