The historic Union Station United States Courthouse in downtown Tacoma is currently undergoing a major modernization. The project focuses on adding crucial seismic bracing to protect the building in the event of a natural disaster. In addition to the seismic upgrades, we plan to upgrade the courthouse’s major building systems, including the electrical, life safety, roofing and HVAC. The project will also include security upgrades that will ensure the iconic Tacoma property is a safe and secure home for the courts for decades to come.
In 2025, GSA partnered with architecture firm NBBJ to design a comprehensive strategy for accomplishing all the project goals, most notably, a seismic retrofit that would not disturb the historic elements of the structure.
Regarding procurement, we expect to seek bids for seismic retrofit and modernization work in 2027. Once available, details will be provided on SAM.gov.
Environmental review
Part of our responsibility is to make sure we consider cultural resources that may be affected by our projects. We have reached out to tribal partners, local governments, and non-profits and have not received any information regarding specific cultural resources present in the project area.
We have consulted with the state historic preservation officer, who concurred that the project would have no adverse effects on known historic properties. However, we recognize that the public is a vital source of information about local resources.

Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
