Purpose
This Leasing Alert summarizes the disposition of COVID-related Leasing Alerts, previously issued by the Office of Leasing, in response to the ending of the COVID National Emergency declaration and Public Health Emergency declaration. The below summarizes which Leasing Alerts are being canceled; which are temporary and will expire on their own; and which will continue.
- Policies that are being canceled. The Office of Leasing issued the following policies in response to the COVID Pandemic that are canceled effectively immediately:
- Leasing Alert LA-21-01 — Considerations and Options for NonTraditional Lease Physical On-Site Tours & Inspections, including Attachments 1 through 5.
- Leasing Alert LA-21-09 — Rescinding Routine Disinfectant Requirement.
- Leasing Alert LA-21-15 — Implementation of Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors, including Attachments 1 through 4.
- Temporary policy that will expire on its own. The Office of Leasing issued the following temporary policy that specified a definitive expiration date. Therefore, this policy will expire on its own, without further cancellation: i. LA-22-02 – Temporary Guidance on Renewal Options Added Post Award (expires March 20, 2024)
- Ongoing policy. The Office of Leasing and the Office of Portfolio Management and Customer Engagement GSA jointly issued the below policy to address tenant agency space uncertainties during and following the COVID pandemic. Both offices have determined that current circumstances support continuation of this policy for the immediate future.
- LA-21-06 — Strategic Direction on Lease Terms During and Following the COVID-19 Pandemic.
Background
The Administration announced that the COVID National Emergency declaration and Public Health Emergency declaration ends on May 11, 2023. On April 27, 2023, the General Services Administration’s (GSA’s) Senior Procurement Executive (SPE) issued SPE Memo SPE-2023-05 to summarize which COVID-related acquisition policies are being canceled, which are being supplemented, and which are being continued without change (see Attachment 1). This Leasing Alert addresses leasing-specific policies not covered by SPE Memo SPE-2023-05.
Effective date
This Leasing Alert is effective as of the date of issuance unless modified, canceled, or re-issued.
Applicability
This Leasing Alert is mandatory and applies to all General Services Administration (GSA) real property leasing activities and to activities delegated by GSA to other Federal agencies.
