President Biden’s Fiscal Year 2024 Budget Proposes Investments in St. Elizabeths West and Reagan Building
WASHINGTON - The Biden-Harris Administration announced today that the President’s Budget for fiscal year 2024 includes funding for the St. Elizabeths West project and the Ronald Reagan Building in Washington, DC. The budget details a blueprint to grow the economy from the bottom up and middle out, lower costs for families, and more.
The budget makes critical investments in the American people that will help lay a stronger foundation for shared growth and prosperity for generations to come.
“The President’s budget reflects smart investments that will help GSA make cost-saving upgrades to federal buildings, bolster the nation’s cybersecurity, and improve how the government delivers digital services to millions of Americans,” said GSA Administrator Robin Carnahan. “In addition, for the first time ever, the President’s budget includes a provision that will guarantee full access to the Federal Buildings Fund while preserving Congress’s discretion to decide on and authorize investments - this is a game-changing provision that will enable GSA to modernize and consolidate the federal footprint, saving taxpayers millions and creating good-paying jobs in local communities.”
In the National Capital Region, the President’s FY 2024 budget request includes:
- St. Elizabeths West | Department of Homeland Security | Washington | $193.4 million
The consolidation of St. Elizabeths West project is the largest in the National Capital Region with DHS reducing its 5.9 million square feet footprint in 40 locations to 3.8 million square feet in six locations. By bringing DHS headquarters components into a single federally-owned campus, DHS will avoid higher costs for commercial leases and enable its employees to collaborate more readily in a secure working environment. The funding includes the design and construction of the Intelligence and Analysis (I&A) Headquarters, construction on a below-grade parking structure and ongoing historic preservation. - Ronald Reagan Building | Washington | $90.584 million
This $90.5 project repairs the Ronald Reagan Building (RRB) Complex, including fire protection and life-safety upgrades throughout the RRB Complex. This provides reliable, efficient service and ensures current building codes, fire, life safety, and accessibility requirements. - Southeast Federal Center | Washington | $4.2 million
Funding will provide for continued remediation of environmental contamination, including the removal of contaminated soil in accordance with legislation, contractual obligations, and regulatory requirements.
“While each of these projects execute the primary mission of GSA to deliver effective, flexible and sustainable workspace solutions for Federal agencies, they also create economic opportunities in the form of business contracting, including small disadvantaged businesses, job creation, and employment stability in local communities," said Elliot Doomes, the Regional Administrator for the National Capital Region.
