Aluanda Drain
Aluanda serves as the Associate Administrator of the U.S. General Services Administration’s Office of Civil Rights. In this role, she leads GSA’s civil rights programs and advises agency leadership on equal employment opportunity, external civil rights compliance, language access, accessibility, and related workforce and organizational risk issues.
Since becoming Associate Administrator in 2021, she has focused on strengthening OCR’s operational effectiveness, improving stakeholder engagement, modernizing internal processes, and positioning the office as a strategic partner in advancing compliance, accountability, and fair treatment across the agency.
Before leading OCR, Aluanda served as Director of the Real Property Policy Division within GSA’s Office of Government-wide Policy, where she oversaw the development and implementation of national real property policy and management of the government’s centralized real property inventory. She also served as GSA’s liaison to the White House on initiatives involving the use of federal assets to expand broadband access.
Aluanda previously held other leadership roles, including Deputy Chief of Staff of the Public Buildings Service and Acting Director of the Office of Executive Response Management within the Office of the PBS Commissioner.
Before joining GSA, Aluanda practiced law in Maryland and the District of Columbia, where she remains licensed. She earned a Bachelor of Arts from Georgetown University and a Juris Doctor from the American University Washington College of Law.
