Use cases
Use cases may include:
- Cellular services featuring the most widely available national wireless service providers and mobile technology.
- Telecommunications Expense Management and Mobility-as-a-Service that support mobility and telecom related asset life cycle management and subscription based service endpoint management.
- Distributed Antenna Services, a network of antennas used to extend coverage and provide services including cellular, WI-FI, 3G, 4G, and 5G.
- 5G, which creates new performance opportunities and capabilities for data-driven applications and machine-to-machine communication (see Guidance for Procuring 5G Technology [PDF]).

Buy through MAS
Federal, state, local, territorial, and tribal governments can use MAS IT. Some organizations may be eligible to use Cooperative Purchasing and Disaster Purchasing programs. You can combine SINs to meet your requirements, or try blanket purchase agreements to meet recurring needs. You may choose to set aside the requirement for one or more socio-economic categories.
As you prepare your solicitation, consider:
- How this mobile technology will support your agency’s mission.
- Which platforms and applications it will support.
- Whether any applications are device-specific.
- Which other technologies your agency is using.
- Who will manage the solution.
Order Wireless Carrier Services
- Gather your agency’s requirements.
- Use the Data Survey Template [XLSX - 37 KB] to do an internal audit.
- The request for quotation generator tool can get you started. Use it to put voice and data requirements into a downloadable template for schedule vendors. Your request must include the description and quantity of supplies to be delivered/services to be performed and the criteria upon which the evaluation will be based.
- The Wireless Cost Savings Calculator [XLSX - 982 KB] can help with pricing research. This tool uses actual prices paid for carrier wireless services. It will use the lowest awarded prices to date to help you calculate average cost per device, expected total cost, and potential savings based on different usage profiles.
- If your agency needs help defining the task order to meet requirements, you can send requirements and objectives to the contractors and ask for their suggestion(s). You can also use the information in the data survey to describe total devices, usage attributes, and locations to vendors when you ask for suggestions.
- Develop and issue the solicitation.
- Identify contracts that have accepted the Section 889 mass modification clause using the Modification Dashboard.
- Ensure fair opportunity according to the FAR part 8.405-3(c)(2) through eBuy or by contacting contractors directly.
- If your task order is above the micro-purchase threshold, you must provide equal consideration for all wireless carrier services contractors.
- Evaluate quotes, following your agency’s policies.
